Council pauses vote on dedicating the multipurpose room as a senior center, asks staff for options

Councilmembers Silverstein and Conrad proposed Nov. 10 to institutionalize seniors' access by designating the City Hall multipurpose room as a senior center and allowing seniors to use both halves of the room without being displaced by other City uses.

Proponents said seniors regularly lack simultaneous space for knitting, exercise and social activities and that dedicating the multipurpose room would provide stable programming and allow food and beverage at senior events. "They have been relegated to whatever space the staff decides they can have, as opposed to having a space which the staff would have to come to them and seek permission to take from them," Councilmember Silverstein said.

Opponents and other councilmembers urged a more measured approach. They cautioned that the City Hall building already operates close to capacity, that staff have repurposed other rooms for rebuild operations and that emergency operations (the EOC) and elections sometimes require the multipurpose room. Several councilmembers asked staff to explore scheduling solutions, alternative community venues, or modest rental space if the in‑house solution proved infeasible.

Result: Instead of a final action to dedicate the room, the council substituted a direction and voted to ask staff to return within 90 days with a report outlining options to expand senior programming and to resolve scheduling conflicts while protecting emergency operations. The substitute motion passed.
