The Manville City Council approved, on second and final reading, Ordinance 2025‑0‑34 to annex approximately 47.3156 acres at the northwest corner of State Highway 6 and Kirby Drive and adopted a Planned Unit Development (PUD) for that tract. As part of a grouped motion covering agenda items 1–3, Council also conditionally approved an economic development agreement with BCS Capital Group.
The mayor moved to approve the three items with conditions that grammatical and typographical corrections be made, that the SUP (specific use permit) requirements be applied for two NAICS codes (including supercenters and grocery stores) and that staff verify no unintended changes were introduced in the most recent PUD. The motion set an effective date of Dec. 18 and passed unanimously, 5–0.
Council indicated the development team (BCS Capital Group) had just provided an updated PUD and had agreed to SUP requirements for the two NAICS codes. Council asked staff to cross‑check the latest document and return any outstanding items prior to finalization. No additional amendments were adopted during the meeting and the council’s approval was conditional on staff verification and incorporation of the noted corrections.
Next steps: City staff will review the final PUD document and ensure the SUP language and typographical corrections are incorporated before final administrative processing.
