Todd County board ratifies MCAPS agreement, extends HHS accounting contract and approves warrants

During regular business on Dec. 2 the Todd County Board of Commissioners took a set of routine administrative actions: ratification of the county attorney office’s agreement for MCAPS file‑management software, extension of a Health & Human Services accounting contract, and approval of several warrants and permits.
County Attorney staff described MCAPS as a file management program to provide additional storage and smoother file access for attorneys. Staff said Sourcewell approved a one‑time implementation grant of approximately $5,000 to cover onboarding and transfer costs; the county will assume ongoing monthly fees. "There was an implementation cost of approximately $5,000 in order to onboard the software," Jackie said, and Sourcewell approved that implementation fee.
The board ratified the MCAPS agreement by motion. The board also approved an extension of an accounting contract with Jenna Peterson through Aug. 31, 2026 to support the annual audit and 2027 budget preparation.
Separately the auditor‑treasurer presented commissioner warrants totaling $126,665.69, Health & Human Services warrants of $18,285.92 and SSIS warrants of $75,763.56; the board approved those warrants by roll call. The meeting packet also listed personnel items (hire of Susan Tennis) and gambling permits (NWTF Strut & Blackbirds, Staples Sportsman's Club) that were approved as consent items.
Next steps: county staff will execute the MCAPS onboarding using the Sourcewell implementation funds and budget for the ongoing monthly fees; HHS will proceed under the extended accounting contract through Aug. 31, 2026.
