Speakers explained the DCEO grant has a minimum award of $500,000 and a maximum of $5,000,000 and requires a 20% local match. Fairgram will perform preliminary design work and cost estimating to identify possible projects and costs; the firm said it planned to submit the city’s application before the end of the year if the council approves the agreement.
City staff acknowledged uncertainty over how large the required match might be and said any 20% match would be budgeted in a later fiscal year if the city pursues the grant. Speaker 6 said the city has not budgeted the match and would avoid guessing at the match amount until preliminary cost estimates were available.
Council approved Resolution 66-54 and instructed staff to work with Fairgram on the application and with finance staff on budget planning for any required match. A rolling application timeline was noted, and staff indicated they would return with more detailed cost estimates if the city moved forward.
