Council pauses Forest Park/Shaw repair after survey finds drainage problem; contractor quote ~$13,000–$15,000

A post‑paving topographic survey uncovered a drainage problem at the southwest corner of the Forest Park and Shaw intersection, city staff reported on Nov. 17.
Staff said the resurfacing work was performed under an IDOT general maintenance agreement that did not include a full topographic survey because ADA ramp upgrades were not required for that site. After paving established a 2% crown of the roadway, the southwest corner began holding water. "When we established our design parameters... we found out after the fact... that the Southwest corner of the Forest Park And Shaw Intersection was holding water," an engineer explained, noting a 2–3 inch elevation difference across the intersection and that the intersection has long been a low point in the area.
The city obtained a contractor quote in the range of $13,000 to $15,000 to complete repairs. Staff said that converting the entire subdivision to a full storm sewer system would be extremely expensive ("millions and millions of dollars") and that the city relied on overland flow in older subdivisions. Council elected to pause the repair item to consider options and said the issue will return with more details; staff also noted a capital budget of $160,000 earmarked this year for a set of infrastructure improvements and said several critical inlet projects were already funded.
Next steps: staff will return with additional information and cost options for addressing the ponding at the intersection; other retro approvals for related inlet work were referenced for a future agenda.
