Council approves several special-use permits to allow auto-related businesses at three sites

At its Dec. 1 meeting, the South Beloit City Council approved multiple special-use permits to allow auto-related commercial activity at three locations.

Ordinance 28-86 authorizes a special use for auto-related uses at 518 Sherlund Avenue following a change in business ownership that required a new license. Council members said that the city’s updated zoning code requires any automotive-related business in the commercial-retail district to obtain a special-use permit.

Ordinance 28-87 approves a special use at 15766 Manchester Road. The speakers noted the Manchester property is owned by the same group as the Sherlund Avenue property but organized under a separate business entity (one an LLC, one an incorporation), so separate special-use approvals were required.

Ordinance 28-88 authorizes a special use at 810 Blackhawk Boulevard; the discussion explained the LLC name and ownership shifted within the family and the special-use process again applied.

Council members voted on each ordinance by roll call during the meeting; the votes were recorded as affirmative during the roll-call sequences recorded in the minutes. No council member raised substantive objections to the special-use approvals during discussion; the staff explanation focused on ensuring the properties meet the requirements of the new zoning code.

The ordinances were approved at the meeting and will allow the applicants to proceed with business licensing per municipal procedures.
