Todd County declines to adopt firearm restrictions after DNR notice on shotgun zone repeal

Todd County commissioners on Dec. 16 considered a notice from the Minnesota Department of Natural Resources that Minnesota Statute 97B.0318 (the shotgun zone) will be repealed effective Jan. 1, 2026, and counties within the former shotgun zone may choose to adopt ordinances limiting types of firearms used to take deer under Minn. Stat. 97B.031 subd. 7.
County administration presented a draft resolution acknowledging receipt of the DNR notice and stating that Todd County is not adopting any ordinance or firearm restrictions at this time. Commissioners discussed enforcement responsibilities, with one commissioner characterizing the change as an "unfunded mandate" because enforcement would fall to the sheriff’s office. Another commissioner said the resolution is intended to provide clarity to constituents and suggested residents take concerns to state representatives if they disagree with the state action.
After discussion the board moved, seconded and adopted the resolution by voice vote. The resolution records that the county received the DNR notice on Oct. 22, 2025 and that the county is not taking action to adopt a local ordinance restricting firearms at this time.
