Probation department signs MOU for drug screening services totaling $800/month in software fees

The Tippecanoe County probation department presented and the commission approved an MOU with Total Court Services to provide drug screening and related services beginning Jan. 1, 2026.
Dave Hollinger of the probation department said the contract change followed a change in an Indiana Department of Corrections award for 2026 and requires renegotiation of costs for drug screening. "What I have before you is a proposal to begin 01/01/2026 that will result in us paying out of our probation user fee $800 a month to provide drug screening services to our probation clients," Hollinger said. He explained that the probation clients pay testing costs ("the cost for the drug screening at the time of the drug screening ... is borne by the probation client") and that the county payment covers software services allowing clients to call in for screening eligibility.
A commissioner moved, seconded and the board approved the MOU by voice vote.
