The City Council voted 5‑0 Dec. 17 to approve Amendment 2 to the city's progressive design‑build agreement with the Orion Construction/TC Construction joint venture for the Oceanside Mesa Garrison lift station, Mission Avenue force main replacement and related conveyance pipeline work.
Water engineering manager Mabel Lueda told the council the amendment authorizes early procurement of long‑lead materials — including large‑diameter pipe, valves and fittings — in a package valued at approximately $28,350,000 and that the amendment would increase the total not‑to‑exceed contract amount to about $38,800,000. "This amendment does not authorize construction," Lueda said, adding it is intended to lock in pricing, avoid long lead times and maintain momentum while the program EIR and federal loan documents are finalized.
Staff said the request is a strategic use of the progressive design‑build delivery method to manage schedule and market volatility; funding will be drawn primarily from sewer funds with some federal and state support. Council approved the amendment 5‑0.
