Senior planner Daniel Rosas told the commission the application proposes two LED message boards — a larger south-facing sign (described in staff materials as about 64 square feet under a 1:1 elevation ratio) near the public entry, and a smaller north-facing sign (subject to a 30-square-foot maximum on elevations without a public entrance). Rosas said staff reviewed the proposal under the Rialto Municipal Code and concluded the project is categorically exempt under CEQA Section 15301 (existing facilities).
"The proposal before you tonight is to install and integrate, electronic message boards, for signage," Rosas said during his presentation. Rosas highlighted staff conditions recommended in the resolution: signage limited to on-site advertising only; nighttime light intensity reduced so adjacent properties are not disrupted; and message boards limited to static images rather than continuous motion.
Bob Hunt of Signature Signs, the applicant representative, told commissioners he had no formal presentation but answered questions about content: "I really don't have a presentation," Hunt said, adding the boards would rotate static images rather than play video. Hunt also confirmed the applicant will not sell off-site advertising from the boards.
Commission discussion clarified that the LEDs would switch between images (similar to other commercial message boards) but would not run video-style motion, and that off-site advertising is not permitted under the conditions. Staff noted the application was filed Aug. 13 and that public notices were mailed and posted in accordance with code requirements.
A motion to find the project exempt under CEQA Section 15301 and to adopt the resolution approving Conditional Development Permit 25-0004 was moved and seconded by commissioners; the motion carried on a voice vote and the permit was approved subject to the findings and conditions in the staff resolution.
The resolution and staff report set limits on advertising and brightness and require the message boards to display static images only. The permit approval concludes the public-hearing record for this item; conditions in the adopted resolution govern future sign operation and enforcement.
