Burbank council recesses to closed session to consider trip-and-fall lawsuit

The presiding officer opened the Dec. 16, 2025, meeting of the Burbank City Council and set rules for public comment before recessing the council to a closed session to consider existing litigation.

"There being no further public comment, I now declare the public comment period closed," the presiding officer said, after which the council announced it would "proceed to a closed session meeting" and reconvene at 6:00 p.m. in the council chamber.

The city attorney told the council the closed session would consider one matter of existing litigation "pursuant to Government Code section 54956.9(d)(1)" involving the case identified in the transcript as "Anoos Kim Jean versus City of Burbank," described as a trip-and-fall matter. No public details about the allegations or potential remedies were given in the televised portion of the meeting.

Before the recess, officials reviewed how members of the public could participate: callers could reach the meeting at (818) 238-3335; speaking-time limits were announced as up to three minutes per speaker if 1–20 people participate, two minutes if 21–39 speak, and one minute for 40 or more.
