Laguna Woods City Council approved two conditional use permits during the meeting: an amendment for Saddleback Golf Cars to reduce off‑street parking and allow outdoor storage of operable golf carts, and a separate permit to allow a small‑group learning and tutoring use inside Temple Judea's building.
Saddleback Golf Cars (CUP‑2023‑0004): staff explained the site at 23252 Via Campo Verde formerly required 45 off‑street spaces (a prior condition tied to a previous tenant) but the applicant demonstrated, via an accepted parking study, that the business currently needs far fewer spaces. Staff recommended reducing the requirement to 12 spaces (11 standard and one accessible van space), consolidating accessible parking closer to the building, and permitting specified outdoor storage/display and a trailer parking area behind the building. Phil Belafair, owner, said he has operated from the building since about 2009 and asked the council to approve the amendment. Staff included conditions requiring fire‑lane striping and a roof over the trash enclosure; the council moved, seconded and voted to approve the resolution amending CUP 559.
Temple Judea / Creative Steam (CUP‑2025‑0002): staff said the applicant will operate exclusively indoors, four weekdays (closed Wednesday), between 9 a.m. and 2 p.m., with a 50‑person maximum (all 18 years or younger). Staff clarified this approval is not a school or daycare and the use is framed as supplemental educational services; the council received no public comment and approved the resolution amending the prior county permit.
What the approvals mean: both approvals were conditioned as described in the agenda packet (parking configuration and fire authority requirements for Saddleback; hours, occupancy limits and indoor‑only operation for Creative Steam). The approvals apply to the current use and to eligible successors at those properties.
