Laguna Woods City Council voted Dec. 17 to contribute $262,828 to the California Employers Pension Prefunding Trust (a CalPERS-managed prefunding vehicle) as part of a multi-year plan to pre‐fund pension obligations.
City Manager Chris explained that the policy sets an initial funding goal of $670,000 (based on the previous five years of lump‑sum payments) and recommends contributing 50% of general fund revenue in excess of expenditures — a sum staff calculated at $262,828 for the current year. He described two SEPT investment strategies and recommended Strategy 1 (higher return, higher volatility) for the city’s contribution while noting the funds are restricted for pension‑related disbursements.
Council discussion reviewed the rationale for prefunding, with Councilmember Cynthia Connors calling it a prudent way to avoid future "snowball" pension liabilities. After public comment was closed, the council moved, seconded and unanimously approved the contribution and a budget amendment to record the appropriation.
Next steps: staff will implement the contribution, execute necessary participation agreements with CalPERS, and return if additional appropriations are needed to meet future goals.
