Oceanside — After more than two hours of public testimony and an organized presentation by local advocacy groups, the City Council on Sept. 17 directed staff to implement several measures intended to increase transparency around federal immigration enforcement and to limit local cooperation with immigration operations to the extent allowed by state and federal law.
