Laguna Woods City Council approved three ordinances adopting the 2025 California Building Standards Code by reference and adopting local amendments to the Fire Code and the Wildland Urban Interface code as recommended by the Orange County Fire Authority.
The codes: staff told the council this action updates Laguna Woods Municipal Code, title 10 (Buildings and Construction) by incorporating the 2025 editions of the statewide administrative, building, residential, electrical, mechanical, plumbing and energy codes, plus companion reference standards. "The code takes effect January 1 irrespective of what the city council does," staff said, but the local ordinance aligns the city code and implements OCFA‑recommended local amendments.
Why it matters: adopting by ordinance preserves administrative alignment, codifies local fire‑safety and wildland interface measures recommended by OCFA, and clarifies the city's municipal code for permit review and enforcement.
Council action: after resuming the public hearing and offering an opportunity for additional public testimony, the council member moved to approve all three ordinances together. The motion was seconded and the council voted unanimously to approve second reading and adopt the ordinances.
Next steps: staff will update municipal code language and implement the referenced standards for building permits and plan check processes. The statewide codes will be effective Jan. 1, 2026; local amendments will be applied consistent with the adopted ordinance.
