Laguna Woods receives clean audit; longtime accountant Melissa to retire

Laguna Woods officials presented the city’s annual comprehensive financial report (ACFR) for the fiscal year ended June 30, 2025, and independent auditors from CliftonLarsonAllen (CLA) delivered an unmodified (clean) opinion on Dec. 17.
The City Treasurer summarized key figures: combined governmental fund balances near $15 million, a general fund unassigned balance of about $8.1 million, and an increase in net position driven in part by cannabis business tax revenue. Bob Callanan of CLA told the council their audit yielded no material weaknesses, no corrected or uncorrected misstatements, and no significant compliance findings for the ARPA examination. Callanan said, “there were no such types of entries” that required adjustments and described the result as a strong report card.
City Manager Chris and councilmembers praised staff for completing the ACFR in a timely manner. The council publicly recognized Melissa (the city’s accountant), who announced she will retire at year end; staff said she provided institutional knowledge and integrity over many years.
The council voted to receive and file the ACFR and related audit reports. Staff said they will continue routine follow‑up and, where appropriate, present information to the audit committee.
