Baltimore — The Board of Municipal and Zoning Appeals on Dec. 16 approved a conditional use to operate a youth‑focused community center at 703 North Fremont and granted related lot and parking variances.
Counsel Drew Tilden said the applicant, Fight Blight Be More, intends to operate a HackHub — a youth‑centered training and startup workspace — in a consolidated parcel that includes an adjacent, otherwise undevelopable triangular lot (701 North Fremont). "The property, once consolidated, is going to be approximately 1,500 square feet," Tilden told the board, and he said the applicant would provide programming, Wi‑Fi and maker equipment aimed at neighborhood youth.
Planning staff supported the appeal, noting the consolidation strategy and the neighborhood context: the site is in an R‑8 district but community centers are presumptively compatible when they do not impose impacts beyond those inherent in the use.
Board members questioned fire‑rated occupancy (which determines parking requirements) and learned that final occupancy will be set during the use‑and‑occupancy permitting process. After discussion the board found the lots’ unusual size and shape, and the applicant’s mitigation steps, warranted relief and voted to approve the conditional use and the requested variances.
