Staff said first-year completion thresholds were 90% attendance and course work but that threshold has been lowered to 70% for the proposed second year; council members asked for case studies and tracking of return on investment before committing beyond a single year.
The council moved and unanimously approved the item with a direction that staff return with more detailed metrics and a performance accounting before extending the agreement beyond one year.
