During public comment at the Turlock City Council meeting, a speaker who said she was speaking on behalf of members of the Turlock Senior Center urged the city to address “an urgent safety” issue at the center after two seniors suffered head injuries from a handicap-sidewalk modification.
The commenter described two incidents within the past nine months that required emergency treatment and recommended a professional assessment of the modification, installation of a non‑slip textured surface, high‑visibility paint or signage to mark elevation changes, handrails where balance is challenged and increased lighting for evening activities.
City staff later addressed the item in the city manager’s update. Director Fisher said the previously received bid for the accessibility work was rejected as too high, the solicitation has been re‑advertised (extended from 21 to 30 days at council request) and the item is expected to return to the council agenda on 11/18. Fisher said the planned work includes non‑touch entrance doors, bathroom fixtures and some tile and entrance work; staff also noted they will evaluate parking‑lot grading to improve drainage near the handicapped area and will check ADA specifications for handrail solutions.
Council members asked whether simpler fixes—such as curb painting—could be done quickly; staff said painting could be executed outside the RFP process. The city reported it will reach back to the speaker and include senior‑center stakeholders as the contract returns to council for action.
The council did not take a vote on policy at the meeting; staff committed to returning the bid and to include the speaker in follow‑up conversations.
