Council approves five-year $411 million CIP update after questions about specific projects

Engineering staff described the city's updated five-year Capital Improvement Program (CIP), a planning document that lists 224 projects and total estimated expenditures of about $411,000,000 across public works categories including streets, utilities, parks and public safety.

Presenter Steven Fleming said the CIP functions as a clearinghouse of planned capital needs rather than a fixed delivery schedule; project delivery depends on available funding, permits and staffing. Fleming noted that the CIP document reports numbers in thousands and includes project detail pages with schedules and descriptions.

Councilmembers and members of the public asked about specific items: a previously listed biogas boiler/waste-gas flare project was removed after operations staff determined an immediate replacement was not necessary; an aquifer storage-and-recovery (ASR) concept for Diane Pond remains on the list but has not been advanced; and questions were raised about the armory, which has environmental constraints and potential costs to renovate or repurpose.

Fleming said many older or concept projects remain in the CIP while staff prioritize near-term deliverables and noted staff would follow up with division leads on the technical questions raised.

After discussion, the council moved, seconded and approved the CIP update on a unanimous roll call (5-0). Staff will post the updated CIP to the city website and continue project-level follow-up with departments and the council as needed.
