Turlock council approves HUD CAPER submittal documenting housing and homeless services

City Council of the City of Turlock on a unanimous vote authorized staff to submit the city’s Consolidated Annual Performance and Evaluation Report, or CAPER, to the U.S. Department of Housing and Urban Development.
Miss Figueroa, the staff presenter, told the council the report summarizes work completed under HUD-funded programs including the Community Development Block Grant (CDBG), HOME, HOME ARP and CDBG‑CV. She said seven public-service grants were funded in the year and “a little over $63,000 was spent out of the $64,500 allocated,” serving 779 unduplicated individuals with services such as emergency shelter, senior meals and homeless youth outreach.
The presentation noted the city completed a rehabilitation of a city‑owned fourplex with HOME and Permanent Local Housing Allocation (PLHA) funds and transferred the property to a nonprofit for affordable rentals under a 55‑year use restriction. Staff also reported the city made nine homebuyer loans last year through partnership programs and used PLHA and CalHome funds in several projects.
Council members asked for comparisons to prior years; staff said this is one of the stronger years for HOME spending after several years of limited activity and described ongoing efforts to move stalled owner-occupied rehabs toward completion. The staff presentation included implementation timelines: HOME‑ARP funds must be spent by 2030 and certain CDBG‑CV projects must be completed and spent by 09/09/2026.
After a brief public-comment period in which residents urged the city to secure more housing dollars for low‑income residents and veterans, the council moved and approved the CAPER submission by roll-call vote (recorded as 5–0). The staff recommendation was approved with no amendments.
The city will finalize and transmit the CAPER to HUD; next steps identified in the meeting record include continued outreach to nonprofit partners and preparing notices of funding availability for HOME‑ARP when policies and procedures are ready.
