City finance staff presented proposed reserve policies that formalize targets and structures for enterprise funds (water and sewer) and internal service funds (IT, fleet, workers’ compensation, health care and casualty insurance). The policy framework establishes three categories for enterprise reserves — operating revenues, rate stabilization, and emergency capital — with operating minimums set at roughly 60 days and a maximum at about 90 days (staff described 90 days as roughly 25% of the operating budget in current dollars).
Staff explained rate-stabilization and capital-reserve rationales and noted that under current cash flows the city can meet the proposed targets. For internal service funds the presentation set a maximum reserve target and explained that some funds (notably health care) may need higher cushions because of year-to-year claim volatility. Council opened public comment (none substantive) and voted to approve the policies.
Council members asked clarifying questions about the general-fund reserve level and asked for a future discussion on use of excess reserves.
