Rialto council adopts fire-code amendments, district annexation, MOUs and accepts $5.1M in Caltrans grants

Several agenda items with limited public comment were approved by the Rialto City Council on Oct. 28.
Ordinance 1706: Acting Fire Chief presented local amendments to the 2025 California Fire Code covering administrative enforcement, life-safety standards, pre-incident planning, and apparatus access. After closing the public hearing, the council unanimously adopted Ordinance No. 1706 to amend Title 15 of the Rialto Municipal Code.
LLMD Annexation: Staff brought a public hearing and property-owner protest ballot for annexation of two parcels into Rialto Landscape & Lighting District No. 2 (PPD2022-070). A ballot in support (Bloomington Lilac LLC) was received and council adopted resolutions declaring the results and confirming the engineer's report to annex the parcels.
Labor agreements: The council approved three resolutions to adopt memoranda of understanding for the Rialto Police Benefits Association (general unit) and the Rialto Professional Fire Association; council expressed appreciation for successful negotiations.
Caltrans grants: Public works staff requested authority to accept two Caltrans Highway Safety Improvement Program grants totaling more than $5.1 million and to authorize the city manager to execute related documents; council approved acceptance.
Actions were taken by motion and voice or roll-call votes as recorded in the council minutes. Staff will proceed with implementing the adopted changes and executing agreements.
