Rialto council approves inclusive playground at Rialto City Park using CDBG funds

The Rialto City Council on Oct. 28 approved construction of an inclusive playground at Rialto City Park designed for children of all abilities.
Parks Director Cynthia Alvarez described a design that includes wheelchair-accessible ramps and transfer points, inclusive freestanding features (an accessible spinner), adaptive swings, sensory wave walls, shaded areas and pour-in-place rubber surfacing. Vendor representative Tyler of Grey Western Recreation told the council the surfacing carries a standard five-year warranty and an expected service life of 10–15 years with recommended maintenance (a roll-coat application every 24 months helps longevity).
Councilmembers praised the project for accessibility and community benefit but discussed transparency and budgeting. Mayor Pro Tem Ed Scott said he supported the project while urging that future capital projects be programmed in the capital budget rather than relying on repurposed funds. Councilmember Carla Perez confirmed that much of the playground funding comes from Community Development Block Grant Coronavirus (CDBG-CV) funds, which had a deadline and guided the timing of the recommendation.
Council approved the playground by voice vote after brief discussion; staff said they will proceed with vendor coordination, third-party inspection during installation and a workmanship warranty inspection during the warranty period.
Next steps: staff will finalize vendor agreements, schedule inspections during installation, and return with follow-up reporting as requested by council.
