City staff said the ordinance updates thresholds used for force-account and negotiated contracts (noting a change from $60,000 to $75,000 for certain forced-account work) and raises informal-bid thresholds (from $200,000 to $220,000), while clarifying when the council may award a contract if bids exceed the engineer's estimate under narrow conditions. The presentation also included minor technical updates on notice methods, a four-fifths vote clarification, and emergency contracting procedures.
Council asked clarifying questions; staff said there is no direct fiscal impact from the ordinance itself and that project costs will be presented separately for council approval. After opening and closing the public hearing with no speakers, council approved the first reading on a unanimous roll-call vote.
