Burbank board approves $145,000 consultant agreement for interim business-services lead after public criticism

The Burbank Unified School District board voted unanimously Dec. 18 to approve a consultant agreement with Jason Hasty (Elevate K12 Leadership LLC) to provide business-services support through June 30 under a not-to-exceed $145,000 arrangement.
Superintendent Oscar Macias presented the recommendation as a temporary measure while the district recruits a permanent assistant superintendent of business services. "He would be in the role essentially of business services as an assistant superintendent, so to speak, but in the consultant role," Macias said, describing Hasty as recommended by county office contacts and other professional networks.
A member of the public, George Lassman, urged the board to table the item and investigate, saying the agenda memo overstated Hasty’s experience and referencing recent employment issues. "Jason Hasty does not have 26 years of experience leading and transforming school district business services," Lassman said, reading from materials he had prepared. The board addressed those concerns during the item: trustees asked why the contract was with an LLC, whether the fee could have been structured as a flat rate, how many candidates were considered and what termination provisions existed.
Trustees received staff clarifications: Macias said the consultant chose to contract via an LLC; the district had considered several candidates; termination language in the agreement allows the district to terminate immediately for breach or unsatisfactory performance; and Hasty is expected to perform day-to-day operational duties and appear at board meetings. The board amended the motion to change the invoice approver on the statement of work to Dr. Oscar Macias before voting.
Board members also sought assurances about deliverables and oversight. "The attached document does give a really clear sense of scope of work," one trustee said; Macias confirmed milestones and reporting relationships will be clarified in follow-up discussions. The motion, as amended, passed unanimously.
Next steps: Hasty is scheduled to meet district leadership for a transition conversation and begin work in early January; the contract runs through June 30 to avoid extending into the next fiscal year unless the district reposts the position and needs continued coverage.
