Turlock council forms CFD No. 3, approves special election results and introduces ordinance on first reading

City staff presented a package of coordinated actions to create Community Facilities District No. 3 (maintenance services), call a landowner special election and read an ordinance that adds CFD provisions to the municipal code.
Mike Medby, who helped explain the mechanics, described the landowner 'special election' format — one vote per acre — and said the council expected the ballot to pass because landowners vote on levying a special tax on their own development. "In the case of a successful election, which we fully expect, then the district is then officially formed," Medby said.
The council paused to address a procedural sequencing error, using a motion to reconsider and then re-voting on the three resolutions in the correct order (formation, calling the election, declaring results). The official ballots were opened and staff reported ‘‘All votes are in favor of the propositions presented on the ballot.’’ The council approved the resolutions and the ordinance introduction on roll calls recorded as 3-0.
The ordinance introduced on first reading amends the Turlock Municipal Code to add Title 3, Finance, Chapter 3-9 (Community Facilities District No. 3). Staff said the CFD is intended to ensure new development pays for maintenance services associated with new infrastructure so the city is not subsidizing those costs. The council took no further amendments and moved the matter forward as presented; staff said the measure will be recorded and results filed according to the applicable procedures.
