Sun City West committee unveils redline of RRMPs, asks clubs for feedback by Dec. 23

The Chartered Clubs Committee of Recreation Centers of Sun City West reviewed a first-release redline of the RRMPs (rules, regulations and procedures) on the committee's annual review item and asked club leaders to file comments by Dec. 23.

Pat Kramer, chair of the working group that drafted the redline, told the committee the group had focused on four areas and would circulate a marked copy via email and the hub. "You will see areas that are in red and highlighted in yellow," Kramer said, and asked reviewers to send "any questions, comments, concerns" by Dec. 23 so the group can incorporate feedback before the January meeting.

The draft makes several substantive structural changes. Kramer said the working group removed the entire discipline chapter and rewrote it to condense repetitive sections so the same disciplinary steps (first occurrence, second occurrence) appear once rather than repeating for each membership category. "We've removed the entire discipline chapter, and we've rewritten it," Kramer said, adding that the changes preserve the existing procedural steps while shortening the text.

The redline also adds "monitoring" language (chapter 9) and distinguishes requirements for indoor clubs from outdoor clubs. For outdoor activities such as pickleball and tennis the draft proposes a "court captain" role that Kramer described as having "the same responsibilities as a monitor" but oriented to managing multiple courts.

The working group proposed an accommodations process for clubs unable to fill roles from within Sun City West. Kramer said the draft will include a checklist and requires a club-level vote in favor of an accommodation: "in order to ask for an accommodation, 51% of your club has to be in favor of it." The group asked that clubs document an extensive internal search before requesting an accommodation to bring participants from other communities.

Several audience members raised concerns about the accommodations language. Lynn Kellis, speaking during audience comment, said she feared accommodations could "open up a whole bunch of a can of worms" and urged the working group to rethink the language so that Sun City West membership remains prioritized.

The committee chair, Nick Turner, confirmed printed copies were available at the meeting and that the redline would be posted on the hub and emailed to club presidents. Turner also invited non-presidents to send feedback to his committee email: nick.turner@suncitywest.com. The working group plans to present a revised redline for discussion at the committee's January 6 meeting.
