The Burbank City Council unanimously elected Vice Mayor Takahashi as mayor and appointed Councilmember Suzette Mullins as vice mayor during its Dec. 15 reorganization meeting.
Councilmember Suzette Mullins nominated Vice Mayor Takahashi for mayor; the motion was seconded and approved by roll call with all five members voting yes. After being installed, Mayor Takahashi thanked colleagues and attendees and laid out a slate of priorities for 2026, emphasizing maintaining core city services, advancing housing specific plans and RHNA goals, expanding public‑safety mental‑health and community‑service officer teams, accelerating sustainability projects and improving active‑transportation infrastructure.
"It is an absolute honor to be able to serve our city of Burbank in this way," Mayor Takahashi said, adding that the council must balance responding to unpredictable external events with steady, resilient local governance. She listed anticipated projects for the coming year, including completion of four specific plans (Downtown, Media District, Airport District and Rancho), progress on the new central library and civic center, a protected bike lane across Victory to the Metrolink station, a municipal solar project near the airport and planned work toward a homeless solution center.
The council then moved to select a vice mayor. Councilmember Rosati nominated Councilmember Mullins, Councilmember Anthony seconded, and a unanimous roll call followed. After being seated, Vice Mayor Mullins recounted her immigration to the U.S. at age 13 and said she would bring 38 years of public‑service experience to the role.
City Manager Justin Hess and other staff also addressed the meeting, noting accomplishments from the prior year and congratulating the outgoing and incoming leadership. The council adjourned and scheduled its next regular meeting for Dec. 16, 2025, at 6 p.m. at the Council Chamber, 275 East Olive Avenue.
