Staff responded that the capital improvements program (CIP) is a five-year document that begins its funding period on July 1, and that while money is set aside for sidewalks and related projects, funds are expended only when projects are approved and ready for construction. A staff member noted that the first year of the CIP is binding and the following four years are subject to change, so now is the appropriate time for public comment and for VPAC to suggest projects for future allocation.
The committee encouraged the public to attend CIP hearings and to submit comments to city council so projects can be added or reprioritized. No budget changes were adopted at this meeting; the item was discussed to inform upcoming public input and staff follow-up.
