Danville Town Council voted 5-0 to update the employee policy manual to limit the amount of comp time an employee may carry, approving a working cap characterized in discussion as about 80 hours (two weeks).
Miss Lofton presented the policy change, saying the goal is to reduce large year-end payouts that increase as employees receive raises over time. "There are some people that have 200 hours or more," she said, raising the rationale for a cap that would limit the town's exposure to large lump-sum payouts when employees leave service. Council members acknowledged operational concerns about requiring staff to take time off versus paying balances; staff said that paying out accrued time within the first quarter of 2026 was an option for managing the transition.
Council members asked whether the cap would be an ongoing limit at any point in time or only applied at year-end; Miss Lofton said the intent was an ongoing cap so no employee could carry more than the set hours at any point. Several council members clarified that departments with high overtime balances could face staffing challenges if employees were required to take time off, and suggested that payouts may be necessary in some cases to avoid understaffing.
After discussion, a motion to update the employee policy manual (comp time cap at 80 hours) was moved and seconded; the council passed the policy update 5-0. The council also approved a companion adjustment for exempt employees (department heads) to reduce their flex-time limits, acknowledging exempt staff do not earn overtime.
