Greene County reviews finances, notes $40,000 skid-steer purchase and employee longevity bonuses

Unidentified Speaker 1 presented the county's October financial report and an updated balance for Nov.19, outlining receipts, disbursements and specific line items the board should note.

"Start out the month with $114,003.18," Unidentified Speaker 1 said when reporting the opening balance for October. He said October receipts were $3,799 and total disbursements were $27,008.74, leaving an October-end balance of $89,009.27; he later reported an updated balance of $81,007.22 as of Nov.19.

Speaker 1 flagged two items: the purchase and subsequent loan entry for a Bobcat skid-steer and higher-than-normal personal-services costs because the county ran three payrolls in October. He described the skid-steer transaction as a $40,000 disbursement to Bobcat that the county later recorded a loan receipt to reimburse, calling it "an in and out thing" on the books.

On budget treatment, Unidentified Speaker 1 said he contacted Tina Market at the Department of Local Government Finance, who advised that because the purchase is being reimbursed it likely would not be charged to the county's budget; he said he had also called the State Board of Accounts for confirmation. The transcript records the State Board of Accounts audit cost as "a little over $5,000." The board did not receive a final determination from the State Board of Accounts during the meeting.

The board also discussed and approved annual longevity bonuses. Unidentified Speaker 1 said full-time employees receive a longevity bonus and part-time employees usually receive a smaller bonus; he noted part-time bonuses have been $200 in past years and estimated one employee could be in line for $600 based on start date. Unidentified Speaker 4 moved to approve the longevity bonuses; the motion was seconded and carried by voice vote.

Unidentified Speaker 3 later reported a customer revenue update for the Flint City facility: 23 operating days in October, 1,232 visitors, an average of 54 visitors per day, total collections of $3,800 and average daily receipts of $165.22.

Unidentified Speaker 4 noted the county had yet to receive a state property-tax disbursement and said a vendor-side computer glitch required re-invoicing; "They said we should get it in the next week or so," he said. The board expects a small disbursement when the property tax settlement is posted in December.

The board approved the financials and claims by voice vote and closed the financial review. The transcript contains no roll-call vote tallies.
