Council approves parking changes on 9th Street and adds school-speed zone on 12th Avenue

The Moline City Council voted unanimously on Nov. 5 to change parking restrictions on 9th Street and to add school-zone speed limits on segments of 12th Avenue as part of an effort to improve pedestrian safety near schools.

For Ordinance 9.1, engineering staff said they had met repeatedly with neighbors on 9th Street and proposed removing and adding no-parking segments to create a final solution for a long-standing problem. Director of Engineering (identified in the record as Dreier/Dreyer) told the council the parties had reached an arrangement "that works for everybody." The motion to approve was made by Castro and seconded by Macias; the motion passed on voice vote.

Ordinance 9.2 adjusts school speed limits by adding a school zone on sections of 12th Avenue and clarifying other school-zone termini across the city. Traffic engineering explained the change was prompted by observed school-age pedestrian activity and that the city staff reviewed school crossing protections across the system. The council moved by Schmidt, seconded by Castro, and approved the ordinance. Council members urged continued coordination with the police department to enforce the zones; staff said enforcement and coordination with school crossing guards are part of the traffic-engineering process.

Both measures were presented as safety improvements following staff review and neighborhood outreach and were approved without recorded opposition.
