City proposes clearer rules for city-partnered events, fees remain but manager may waive them

Jessica Sowell, community services director, briefed the council on changes to the special-event permitting ordinance and guidelines at the Aug. 19 workshop. She said staff compiled a roster of city-hosted or city-partnered events that would be eligible to close streets and receive city services under the updated process.
Sowell named examples including Kite Fest, the Blueberry Festival and the Juneteenth Parade as events the city already supports through staff time or formal agreements such as leases for the farmers market. She said these events would continue to pay the base event permitting fee — "For example, I think Blueberry Festival would have to pay between 250 and $300 just for that administration fee" — but the city manager would have discretion to forgive administrative fees for city-partnered events.
Sowell said event staffing and overtime are already included in departmental budgets in many cases and that formalizing the partner list would help clarify budgeting and permit administration going forward. The council did not take formal action on the ordinance at the workshop; staff said any fee waivers would be an administrative decision by the city manager and that the updated permitting guidance will be incorporated into budget planning.
