Commission recommends rezoning two Baseline Road homes back to residential (R-1)

The Planning and Zoning Commission recommended approval of two separate map-amendment requests to rezone owner-occupied single-family properties on Baseline Road from M-1 (Light Manufacturing) back to R-1 residential zoning. Director Afton recounted a 2021 comprehensive rezoning and said the petitioners were unaware their properties had been rezoned; staff recommended R-1 as the zoning district that would most closely fit lot sizes and preserve conformity with setbacks and minimum lot area.
"The petitioners were unaware of the rezoning and are therefore requesting that the property be rezoned back to a residential zoning district due to their concerns about their home being classified as a nonconforming use," Director Afton said in the staff report. The commission moved, adopted the findings of fact, and voted to recommend rezoning 4834 Baseline (PCC2025-025) and 4822 Baseline (PCC2025-026) to R-1. The chair said both items will appear before the village board on Monday, Nov. 10.
The staff report notes that rezoning to R-1 would bring the properties into conformance with minimum lot area and width requirements and would not make the principal structures nonconforming under R-1 standards.
