Commission recommends special use for UGL truck repair and outdoor storage with permit and hours conditions

The Planning and Zoning Commission recommended approval of PCC2025-024 to regularize UGL’s motor vehicle repair operations and outdoor storage areas at the Bridal Campus. Director Afton said UGL operated at Building X before the campus was annexed and that the annexation and PUD grandfathered earlier uses; expansion, however, requires a special use to bring operations into conformance.
"UGL was operating in the facility at Building X prior to the entire campus being annexed... However, it states that should they expand, they do need to get a special use in order to expand and continue to operate," Director Afton said, outlining staff’s recommended conditions. Those conditions included removal of the sales trailer next to Building X within 30 days, obtaining a building permit for expansion into Building H, restricting storage of trucks and trailers to areas shown on the site plan, adoption of the findings of fact, and hours limited to 9 a.m.–9 p.m., Monday through Saturday, closed Sundays.
The petitioner’s shop manager, who spelled his name for the record as Makhmudjon Makhkamov and identified himself as "the shop manager," answered commissioners’ questions about current hours and noise. He said staff are onsite by about 8:30 a.m. but that public operations and sales generally begin at 9 a.m., and that Saturdays tend to be slower. Commissioners and staff clarified that noisy bodywork occurs within Building X, not outdoors, and reiterated that building permits are required for work in Building H.
A motion to approve the special use with the listed conditions passed on roll-call vote. The commission chair said the matter will be on the village board agenda on Monday, Nov. 10 for final action.
