Council amends AMI contract: ordinance kept, authorized amount reduced to $14.15M as labor to be bid separately

Clerk read an ordinance (proposal UE25-10) accepting a proposal from Landis & Gyr for an advanced metering infrastructure (AMI) communications system for CWLP with an original not-to-exceed amount of $20,141,509.68 over three years. Alderman Murdock and staff explained Amendment 1, which lowers the authorized amount to $14,149,125.11 by bidding the labor separately and reserving a later council action for the labor contract. "The $14,000,000 authorizes project management, the software, and the hardware for the AMI readers," a staff member said, adding that labor will be out for a separate bid coming back to council.
Aldermen asked whether the AMI included water meters; staff said the initial work focuses on electric meters and the communication network, and the water department could add on later as funding becomes available. Council members also discussed the selection process and said a sizeable technical selection committee evaluated bidders.
Council adopted the amendment to lower the authorized amount and then voted to send the ordinance to consent as amended. Staff explained funding for the electric meter installation will come from savings realized by last year’s bond refunding. No roll-call tallies were given in the record; votes in the transcript were recorded as voice votes with the ayes prevailing.
The amendment means the contract will proceed for hardware, software and project management under the reduced authorization while labor will be competitively procured and return to council for approval before installation work begins.
