Board hears proposal to buy MSBA/CES emergency-operations app; district could save versus Raptor

District staff presented a proposal to subscribe to an emergency-operations mobile application developed by the Missouri School Boards Association in partnership with the Center for Educational Safety.
Dr. Nolte said the application preformats emergency operations plans and can be downloaded to staff smartphones, making procedures accessible to administrators, staff, law enforcement and emergency responders. He said the service is currently in a beta-testing phase through Dec. 31 and that the district was not budgeting for the purchase this year.
Dr. Nolte provided pricing: a prorated cost for the remainder of this year of $4,007.95 and an estimated annual cost of $9,590 for the following years. He said locking the three-year price now would save "about $11,520 over the next 2 years." He also told the board that the district currently spends roughly $22,000 a year on Raptor software and that, combined with recent intercom and software upgrades funded through the bond issue, the new application could replace Raptor and reduce longer-term costs.
A board member asked whether the three-year agreement required an upfront lump-sum payment; Dr. Nolte confirmed costs would be paid annually. Dr. Nolte also noted tiers are based on district enrollment and that the district falls in tier 4.
Dr. Nolte said that, because this purchase was not included in the current budget, it would need to be added to the safety-and-security budget under student services if the board chooses to proceed.
