Committee recommends Charge Up Dane County EV chargers at two Middleton sites pending attorney edits

The Middleton Public Works Committee on Nov. 10 recommended that Finance & Personnel and the Common Council approve two Charge Up Dane County agreements to install EV charging stations at Lakeview Park and the Market Street parking lot behind Greenway Station near Johnny Delmonico’s restaurant.
Kelly Hillier, the project presenter, said each site would receive two dual‑port chargers — four charging ports per location — paid for through a federal grant administered by Dane County. "The chargers are primarily meant to provide more equitable access for urban dwellers, people who rent who maybe don't have home charging," Hillier said, explaining the county targeted sites near multifamily housing.
Under the arrangement, the city would pay the electricity consumed at the stations and set a public rate to recoup those costs; the county will run an RFP to select the private host company that will manage and maintain charging hardware during the initial five‑year term, after which the city will take ownership and may continue that host arrangement or select a different vendor.
A committee member proposed incorporating the City of Middleton Complete Streets during construction policy into the agreements; Hillier and staff agreed to work with the city attorney to insert that requirement. Committee members also identified a needed edit to the Lakeview Park agreement: change language requiring 24‑hour access so charging at that park aligns with park open hours.
A motion to recommend approval of the agreements, pending city attorney review and incorporation by reference of the Complete Streets policy, passed by voice vote. Staff noted the county will write an RFP for the charging host and that the city will establish rates charged to users to cover electricity and operational costs.
The recommendation is subject to final review and any edits required by the city attorney before the agreements proceed to council for final approval.
