Public Works committee authorizes traffic study for Middleton Beach Road/Allen Boulevard development

The Middleton Public Works Committee on Dec. 8 authorized SRF Consulting to prepare a traffic impact analysis (TIA) for the Middleton Beach Road/Allen Boulevard multi‑unit development, a study staff said will cover the entire project including later phases that were not subject to earlier reviews. Alder Myers moved the authorization; Ben seconded and the committee approved the motion.

City engineer Luke Militech told the committee the study will include future phases and noted most intersections already have recent counts, so only about five intersections will require new traffic counts. Staff said the study will follow the city's TIA guidelines and that the developer will pay for the work.

Committee members asked about timing and which city or county bodies would review the work. Militech said Allen Boulevard is a county highway and Dane County will likely review aspects of the study; Alder Myers asked staff to follow up with planning staff to clarify why earlier phases did not include a TIA and whether the project fronts Allen Boulevard. The committee directed staff to return with those clarifications and the completed study and memo once SRF finishes the analysis.

Militech also noted the city ordinance gives the city engineer authority to require a TIA for any development. The committee did not adopt any roadway improvements at the meeting; authorization is for SRF to prepare the analysis and for staff to bring findings and recommendations back to the committee.

What’s next: staff will coordinate with planning and Dane County as needed, SRF will complete the TIA, and the city will present the study and any recommended mitigation or roadway improvements to the Public Works Committee for review.
