The City Council voted 7–0 to advance an amendment establishing a Gateway Overlay (GWO) District along the 441 corridor, a zoning change city staff described as a tool to encourage mixed‑use development, entertainment uses, hotels and cultural venues aimed at attracting visitors and private investment.
Planning and Zoning Director Reginald White presented the proposed ordinance, showing a draft map of the overlay and saying the district's purpose is "to enhance existing businesses, improve the public realm, and provide flexible development opportunities with the focus on generating revenue." The staff presentation stressed this is a zoning amendment (not a construction plan) that creates permissive uses to make properties more attractive to potential developers.
Members of the public asked whether the overlay would displace existing businesses or preclude opportunities for local small business owners; staff clarified the change provides regulatory flexibility for already‑existing parcels and is intended to make those sites more marketable. Councilmembers praised the proposal as a way to revitalize dated plazas on 441, encourage private investment and expand opportunities for small and local businesses.
Councilman Leon and other members said they had taken field visits along the corridor and called the name "Gateway" appropriate. After public comment and discussion, council voted unanimously to advance the ordinance on first reading. Staff said a public hearing is scheduled as part of the formal process to finalize the overlay mapping and code text.
"This amendment to our code will address not only the opportunities for mixed use ... but also an opportunity to be a little bit more creative along the 441 Corridor when it comes to development and the redevelopment of that corridor," White told the council during the presentation.
