Austin ISD says college-and-career readiness exceeded targets for class of 2023; board accepts monitoring report

Austin Independent School District staff reported Dec. 11 that the district exceeded its board targets for college, career and military readiness (CCMR) for the class of 2023 and presented promising preliminary data for 2024.
The presentation summarized that the 2023 cohort met CCMR at 49.5% (above a 45.7% target), and preliminary 2024 data were reported at 52.9%. Staff attributed the gains to three drivers: a higher share of students passing TSI readiness measures, increased direct enrollment in postsecondary institutions (notably two-year enrollment increases), and a sharp rise in industry-based certifications (IBCs) — from 6.8% of graduates in 2022 to 23.9% in 2024.
District academics leaders explained that focusing TSI preparation into coursework (notably Algebra II and English III), aligning core sequences, and deploying professional learning and targeted interventions increased students’ readiness. "TSI-ready graduates increased by 11 percentage points from 2022 to 2024," a presenter said, noting the district is embedding TSI-aligned instruction and using a new CCMR dashboard to track student pathways and IBC attainment.
Why it matters: The CCMR measure combines TSI readiness and at least one other postsecondary indicator (enrollment, associate degree, industry certification). Rising CCMR rates are a key accountability component and can influence district outcomes and funding incentives.
Trustee discussion: Trustees praised the progress but asked for more granular KPIs and equity breakdowns by campus and subgroup. Several trustees requested clearer communications to families about ACC free-tuition opportunities and early-college pathways; staff said a ParentU program and other outreach efforts have started and drew strong early attendance.
Formal action: After discussion, Trustee Quintana moved to accept the monitoring report; Trustee Hunter seconded. The motion passed with the trustees present voting in favor and the board recessed for executive session.
Next steps: Staff said they will continue scaling TSI preparation, convert CTE enrollment into IBC completers using the CCMR dashboard to identify concentrators who lack certifications, and report back with mid-year growth metrics in January. Several trustees requested the district include campus- and subgroup-level outcomes in future budget and monitoring materials.
