ALRC approves operator license for Nancy Martin after committee review of 2020 convictions and rehabilitation

The Alcohol License Review Committee recommended approval of an operator license for Nancy Martin on Dec. 17, 2025 after members reviewed a detailed criminal-history readout and heard Martin’s testimony about rehabilitation and steady employment.
Captain Hartman summarized Martin’s criminal-history entries concentrated in 2020, including multiple retail-theft incidents across Dane and neighboring counties and several felony-level charges in that period. Martin told the committee she experienced a short period of “things going awry” after losing a corporate job in 2020, described a dependency issue tied to long-term prescription narcotics and a subsequent recovery, and said she has worked in the bartending industry full time for the last five years and holds licenses in three other Dane County municipalities. She said a DUI-related charge was dismissed after bloodwork showed she was not under the influence.
Committee members pressed for details about supervision and treatment; Martin said she completed probationary requirements, was discharged early by a supervising probation officer and had no subsequent violations. Oliver Revere and other members asked about current driving privileges and whether court-ordered treatment had applied; Martin confirmed she holds valid licenses in Fitchburg and the village of Dane and that she had worked with probation and other agencies to resolve outstanding matters.
Alder Glenn moved to approve the committee recommendation and Alder Revere seconded. The committee voted to approve without recorded objection. Deputy clerk staff told Martin the committee’s recommendation will go to the Common Council on Jan. 10, 2026; staff also noted that, under state law, only one provisional license may be issued per calendar year and provisional licenses may be requested beginning the first weekday in January.
Because the committee reviewed both formal background materials and the applicant’s testimony, the record includes the criminal-history summary presented by MPD and Martin’s statements about treatment and steady employment. The council will make the final licensing decision at its January meeting.
