Commission recommends approval of certified survey map for 2150 Commercial Ave; opponent says map is premature

The Madison Plan Commission voted to recommend approval of a certified survey map (CSM) for property at 2150 Commercial Avenue (Legistar 90802), which would create one lot, an outlot, and dedicate land for a future public street (to be named Coolidge Street on final documents).
Planner Claire Ernst said the proposed Lot 2 does not meet the industrial limited district's minimum lot-size requirement (19,793 sq ft vs. required 20,000 sq ft) and so staff recommended designating that portion as an outlot with conditions of approval. Staff also noted the CSM labels a future street as Roth Street on the application but that the intended name is Coolidge Street.
Dan Siebel, an owner of adjacent portions of the former Oscar Mayer site, spoke in opposition and said the CSM is premature. He argued the proposed lot creation and the applicant's development plan could interrupt connectivity across the larger Oscar Mayer property; he said the Urban Design Commission's prior review and recommended changes to the larger development should be resolved before creating the lot.
Applicant representative Jonathan Lilly and another applicant representative said they were working with staff and UDC and expected to resubmit updated plans in the coming months; Lilly said the applicant is coordinating with staff to address comments and that they would resubmit.
Staff explained the zoning of the proposed Lot 1 (regional mixed use) allows by-right mixed-use and multifamily buildings and that the CSM review has a statutory 90-day review window; staff said the City Council would receive the recommended approval for its Jan. 13 meeting.
Commissioner Solheim moved that the approval standards for CSMs were met and recommended the CSM be forwarded to the City Council with conditions (including designating Lot 2 as an outlot). Alder Gwen seconded. The chair asked for objection to unanimous approval; seeing none, the commission recorded the motion as approved.
What happens next: The commission forwarded the recommendation to City Council for their January meeting. The transcript records the commission's action and staff's note that the CSM will be forwarded to the Council for Jan. 13.
