Commission OKs appointment-only vehicle sales in industrial building on Freeport Boulevard

The Sparks Planning Commission unanimously approved a conditional use permit to allow appointment-only vehicle sales inside a portion of an existing industrial building at 2090 Freeport Boulevard.
Coby Blano, planner with the City of Sparks, told commissioners the western portion of a 6,400-square-foot building would be converted to a vehicle-sales operation occupying about 3,250 square feet. He said the proposal meets Sparks Municipal Code parking standards, requiring 13 parking spaces for the combined vehicle-sales and repair uses, and that the applicant proposes indoor storage only — "All vehicles for sale are proposed to be stored indoors with no outdoor display or storage," Blano said.
Staff recommended several conditions intended to mitigate impacts: no outdoor display or storage of vehicles, interior storage for all sale inventory, striping and marking for customer parking, creation of one van-accessible ADA space prior to business licensing, and appointment-only customer visits to avoid walk-ins and limit trips.
An applicant representative answered commissioners that the interior capacity would be roughly 17–20 vehicles depending on size and that the operation would maintain a small, revolving inventory rather than a large outdoor dealership.
Commissioner Kramer moved to approve CU25-0015 (PCN25-0018) subject to 12 conditions of approval; Commissioner Niebuhrlein seconded. The motion passed unanimously.
