Rowan County approves motorsports zoning change, rezoning on High Rock Road and a special-use permit for Rowan Power

Rowan County commissioners on Dec. 1, 2025, adopted several land-use and permitting changes, including a countywide zoning-text amendment for motorsports facilities, a rezoning of a parcel on High Rock Road, and a special-use permit for accessory structures at the county’s power facility.
The board approved text amendment DTA 03-25, submitted by the Paddock Property Group, which revises the county’s zoning ordinance definition and standards for a “motorsports racing complex.” Planning Director Ed Muir said the change allows a single integrated track to serve both drag and speedway functions, modifies the definition to permit racing activity on “one or more tracks,” and provides an alternative to full setbacks by allowing a 12-foot noise barrier wall in lieu of the current 300-foot (residential) or 200-foot (commercial/industrial) setbacks. The amendment requires a noise study and, for non-grandfathered tracks, mufflers on vehicles as part of any conditional-district submittal.
