Carroll, Iowa — County public health and home care staff reviewed FY27 budget proposals, including a reclassification of some grant revenue and modest changes to tax asks.
Public health director Maggie told the board that the department’s local public health services grant has been increased to $50,000 under state guidance and that the department’s tax asking for FY27 is $67,500. She said the increase in the state‑directed grant line allowed her to lower the amount requested from local taxes and that the department planned modest increases to mileage and translation services to respond to more out‑of‑town meetings and growing demand for translated materials.
Megan, speaking for Home Care Aids, said some revenue previously shown in the home care budget was moved into public health per grant guidance; home care’s Medicaid line remains about $23,000 and an Elderbridge grant remains at $40,000. She said those shifts reduce the county tax ask for home care and that overall expenses were expected to remain stable.
Supervisors praised the clarity of the department presentations and asked routine questions about grant cycles and potential future volatility in federally funded lines. Both departments emphasized the unpredictability of some grants and the county guidance for 2.84% salary increases and adjustments to FICA and IPERS rates.
Next steps: Budget items will be considered along with other department requests in the FY27 budget process.
