The Carroll County Board approved repairs to two damaged drainage tiles near Litterdale and granted a utility permit for an overhead power line to serve a new site south of Bridal.

In a Secondary Roads report, staff described one repair on Drain 74 just outside Litterdale where "it's a very shallow section of tile" and about "60 feet" of a damaged 10-inch tile had cracked and required finding a tie-in, and a second repair on Drain 308 involving a tile blowout on a 6-inch line in Section 35. Staff said the first required replacement of some tile and attention to protect the shallow section in the future.

Those drainage repairs were moved and approved by voice vote.

On a separate item, staff presented a utility permit request from Raccoon Valley Electric to install roughly a half-mile of overhead poles to bring power to a new site. Staff emphasized there would be "no underground" work and that the line would cross the road, "starting on the West Side, then it will end up on the East Side." The board approved the permit; Speaker 1 recorded an abstention during the vote.

Why it matters: the drain repairs address immediate infrastructure failures that can affect local roads and fields; the overhead-power permit establishes the route and method of installation and clarifies that work will be above ground, which matters for right-of-way handling and traffic during construction. Staff said right-of-way arrangements for REC will continue as the project advances.

Board members did not request further postponement of either action; repairs will proceed under Secondary Roads' direction and the utility company will coordinate crossings and pole placement with county staff.
