Council approves $2.3M Adams Avenue protected bike facility connecting Harbor to Fairview

The City Council voted Dec. 2 to approve construction of the Adams Avenue bicycle facility from Harbor Boulevard to Fairview Road, a federally funded project that will add protected cycle tracks and other bicycle and pedestrian improvements.
Project highlights: The design keeps three travel lanes per direction while narrowing medians to accommodate Class 4 protected cycle tracks and buffered Class 2 lanes next to on‑street parking. The work includes new pedestrian street lighting on the south side where none currently exists, green conflict markings and bicycle crosswalks, landscaping and traffic signal modifications at key intersections. Staff said the project connects to recently completed multi‑use trails and enhances active‑transportation continuity.
Cost and funding: The city received six bids; Excel Paving submitted the low bid of $2,268,636. With a 10% contingency and a $241,374 (plus 10% contingency) construction management agreement to Z&K Consultants, the total contract is just under $2.5 million. Funding sources include a federal Surface Transportation Block Grant (STPL5312), traffic impact fee funds and OCTA Measure M2 fair‑share funds.
Vote: Council approved the contract by voice vote (7–0).
Implementation: Staff anticipates construction will finish in 2026; traffic signal and bikeway modifications will be coordinated to minimize travel‑lane reductions and maintain safety during construction.
