Danville officials discuss annexation, wastewater planning and development prospects

Staff said two LLC landowners control about 250–300 acres in the area around 300 East and are pursuing annexation and development. Town Manager Mark Morgan said water service is nearly ready but wastewater is the primary constraint: the town has made agreements with West Central to bring wastewater services and expects a plan engineer to begin work next year to produce a timeline. Morgan said, "I'd love to have a crystal ball ... but water's I mean, we're almost pretty much out there at this point. It's the wastewater that, is, the difficulty."
Commission members stressed the need to secure cost-share or development agreements with landowners so property owners who would gain value from infrastructure are aligned with the town’s plans. Morgan estimated a multiyear horizon for full wastewater service but declined to provide a firm deadline, saying he "can't say for sure" and suggesting a tentative four- to five-year outlook was possible but uncertain.
No formal vote was taken on annexation or utilities; the discussion identified next steps for engineering studies and landowner agreements.
